Today's forecast... convoluted vs concise

Before giving you my weekend forecast, I bring you this gem of a forecast for today, courtesy of the National Weather Service:
Friday: A chance of showers before 8am, then a chance of showers and thunderstorms between 8am and noon, then showers likely and possibly a thunderstorm between noon and 2pm, then a chance of showers and thunderstorms after 2pm. Chance of precipitation is 60%. Mostly cloudy, with a high around 62. South wind between 9 and 11 mph, with gusts as high as 28 mph.
What the heck? That is a lot of words and not particularly meaningful. I'm all for automation and streamlining--but the National Weather Service should q/c these forecasts. Here's my translation : Today will be mostly cloudy, with intermittent showers likely, and a slight possibility of a thunderstorm in the afternoon. Temperatures holding in the low 60s. Winds from the south at 10-20 mph, gusting as high as 25-30mph.
